Attendance is one observation
A workshop can be delivered in full while participants arrive late, cannot hear, or leave before the relevant activity. An attendance mark records presence under a rule; it does not measure understanding or practice automatically.
That does not make attendance useless. It means its interpretation should stay specific.
Define the measure for the program
| Measure | Possible operational definition |
|---|---|
| Delivered | Number of planned activities completed by staff |
| Received | Time exposed to relevant content |
| Practiced | Completion of a defined participant activity |
These examples are not universal measures. The program's proposed mechanism should guide what is worth tracking.
More measurement can create burden
Recording every minute or action may interfere with delivery and discourage participation. Choose enough information to interpret the program without turning the experience into constant observation.
Explain an outcome before assigning blame
If results are weaker than expected, distinguish whether the intervention was unavailable, incompletely delivered, difficult to access, or insufficient despite adequate delivery. Those imply different changes.
A useful evaluation avoids saying participants “failed to comply” when the actual barrier was an inaccessible schedule or unclear instruction. It describes what was offered, what was experienced, and what remains uncertain about the connection to outcomes.
